Administration

The City of Twin Oaks operates under the Mayor-Council-Administrator form of government, whereby the Mayor and Board of Aldermen adopt and amend the policies of the City, and the City Administrator and City staff are responsible for carrying those policies out and implementing City programs. The Board of Aldermen meets on the 1st and 3rd Wednesdays of each month at 6:30 pm.

Fire Department

The City of Twin Oaks uses both the Valley Park Fire Department and West County EMS & Fire Protection District for fire services based on your address and zip code. For emergencies simply call 9-1-1 to request emergency assistance.

Parks & Recreation

About Twin Oaks Park

Twin Oaks Park was thoughtfully designed in the early 1990s as a walk-in, neighborhood-focused “pedestrian park,” intentionally woven into the surrounding residential community. Accessible directly from nearby streets, the park offers a peaceful retreat centered on natural beauty and everyday recreation.

At its heart are two picturesque lakes stocked with koi fish, connected by a scenic bridge and accented by a gently flowing waterfall. The park also features a large open field for unstructured play, a basketball court, tennis court, and a multi-age playground. Two pavilions provide ideal spaces for picnics, small gatherings, and casual community events.

For many years, Twin Oaks Park remained accessible exclusively on foot. In the early 2010s, the Board of Aldermen approved the addition of limited parallel parking along the Crescent Avenue access road to better accommodate visitors from the surrounding area. Even with this change, the park’s design and intent remain focused on walk-in access for neighboring residents. Disabled-only parking is available adjacent to the basketball court. Overall parking remains limited to approximately 27 spaces along the access road, with occasional overflow use of the Twin Oaks Presbyterian Church parking lot when permitted.

To ensure safety and minimize disruption during the school year, access to Twin Oaks Park from the Twin Oaks Presbyterian Church property or parking lot is prohibited between 6:00 a.m. and 6:00 p.m. from August 15 through June 1, while school is in session. This restriction includes walking across any portion of church property to reach the sidewalk leading into the park. Residents and visitors are asked to respect these regulations and use the Crescent Avenue entrance when accessing the park by vehicle.

These guidelines help preserve the park’s tranquil, neighborhood character while ensuring it remains a welcoming and enjoyable space for all.

Police Department

The City contracts with St. Louis County for its Police Services. Our Resident Patrol Officer is John Wehner. The City is also provided roving patrols during the evening and overnight hours as well as over the weekend.


In case of emergency please call 9-1-1. If you have an issue which is not an emergency, call the St. Louis County Police non-emergency number which is 636-529-8210.

Community Camera Program

The City of Twin Oaks in partnership with St. Louis County Police Department will be launching a new program called "Community Camera Program".  The program is a voluntary database program where residents can register their security cameras in order to help St. Louis County Police.  If a crime occurs in the area of a camera system, St. Louis County Police can request residents to review video surveillance and share it with the Police Department.

Public Works

The Public Works Department is dedicated to providing high quality public facilities and services to Twin Oaks. Utilizing a combination of City Public Works staff, led by our Public Works Supervisor, and various outside contractors, the Department serves the community by developing, constructing, and maintaining the public infrastructure, which includes all public streets, sidewalks, storm drains, traffic signals, landscaping, Twin Oaks Park, buildings, and solid waste collection services. 

  • Facilities: Maintains all City buildings and facilities including City Hall, the Whitmore Pavilion, tennis court, basketball court, walking paths and trails and lakes within Twin Oaks Park, the City Maintenance Facility on Crescent Avenue and all other public buildings.
  • Landscaping: Maintains the City's park, medians, publicly owned trees, and other landscaped areas such as city facility landscaping.
  • Streets: Maintains the City's streets, roadway signs, sidewalks, traffic signals, streetlights, and storm drains.
